"But, even in democracies, it is clear that “the people” do not rule and that, therefore, this type of political system should not be equated with “good” or “virtuous” government. Democratically elected governments may do wicked things. They may interfere in the affairs of other countries. They may be unable to provide a just society because of the way money is distributed within the country, as is clearly often the case. But we contend that the people’s ability to “throw the rascals out” distinguishes democracies from authoritarian regimes."
